I am torn about the location, but I believe it should either reside in New York City or Los Angeles.
First inducees: Now of course, I would immediately want to induct Judas Priest, AC/DC, Ozzy, etc. But, if we are going to be fair, we need to induct those who influenced those bands and who stared the craze.
So… Elvis, Little Richard, The Big Bopper, Chubby Checker, Chuck Berry, Jerry Lee Lewis, Buddy Holly, etc. The second round would include The Beatles, The Stones, etc.

Well maybe Dana wants to be fair, but fair isn’t the way of the world, so my first picks would be:
Black Sabbath
Slayer
Judas Priest
Deep Purple
Dio
And I’d have mine located in my apartment because screw everyone else lol No, probably have to put it in Vegas. Because why the hell not!
Kinda sad and a little let down you even consider LA as a location Dana! Why would you wish anyone to need to step foot in that god forsaken city, or state, when there are so many other great places?

Probably start out with The Beatles, Rolling Stones, all the bands already mentioned, and of course add the ones who have been snubbed, including Ted Nugent, Styx, Boston, Motley Crue, Alice In Chains, Bryan Adams, etc…
Las Vegas….and I would include all those already mentioned, as well as Dave Mustaine and Megadeth, Venom, Dio\Rainbow, and Lemmy\Motorhead.
Since Rock’s origins stem from the Mississippi delta blues, I’d say Clarksdale, MS. However, that would be unbearable and worse than Cleveland, OH, right?!
So, I say Chicago, IL for the RRHOF over Detroit, MI. Which would be a strong second choice with Motown and all.
Initial inductees would be much the same as what Dana and others have stated. Bands like Sabbath, Maiden, Deep Purple, RUSH, Aerosmith, Amboy Dukes-Ted, Ac/Dc, BTO, BS&T, Zeppelin etc., would have been inducted at the 25 year mark.
I’d also make it voter based only and non-profit.
