This a very difficult question to answer, as there are so many albums, that could qualify.
With that “said,” off the top of my head, the two that came to mind are Blue Murder‘s Blue Murder and Lynch Mob‘s Wicked Sensation. But, if I could only pick one, shockingly (sarc), I am picking Blue Murder.
Two under-appreciated albums off the top of my head:
1- KISS – Unmasked. Even the members of KISS underrate this album! Great songs, great songwriting, three Ace Frehley gems. It’s not hard rock. It’s power-pop. But so what? It’s SO good!
2- Led Zeppelin – Presence. “Achilles’ Last Stand” alone elevates this album to “classic” status. A most heavy album by a band sinking from its own weight as a result of car accidents, addiction, and overall ’70s decadence gone awry. And yet what they produced is nothing short of brilliant.
off the top of my head…Born Again – Black Sabbath. Yes the production isn’t the best, but everyone is killing it on that album, and the songs are great also.
My second choice is III Sides by Extreme, only because they are my favorite band and i absolutely thought this was gonna be HUGE, and it wasn’t. Amazing album.
Queensryche – American Soldier(2009)…Put this up there with Mindcrime and Empire as their best work…conceptual in a subject-only manner, lyrically offers up stories from real soldiers about their combat experiences (via interviews by Geoff Tate, including with his own father, who narrates the beginning of “The Voice”). Great songs, arrangements and production; also a great tour where Soldier was featured alongside Empire and Rage For Order (as voted for by fans pre-tour). Honorable Mentions:

We’ve Come For You All may be my favorite Anthrax album of all time!
As much as I want to say Stained Class from my all time favorite band Judas Priest, I’m going to go with Death Magnetic from Metallica. IMO this was
the heaviest, back to their roots album since And Justice for All. Everything in between is a bit too commercial. They all had great tracks of course but with Death Magnetic, the first 3 tracks alone are vintage Metallica, especially Broken, Beat and Scarred and Cyanide further down the track listing. About as old school as a 2009 album can get
There are about 80 I could list lol, but after thinking hmm, Hanoi Rocks? The Mooney Suzuki? Living Colour? I went through many in my head. And leaving certain ones out is a stresser lol. Dana, I knew you’d pick that! And that’s awesome. My pick is a disgustingly underrated band, their songwriting is miles above their peers. Extreme: Three Sides To Every Story. It’s their Sgt. Pepper. It’s a concept album that digs into your soul. And if it’s musicianship you seek, seek no more. Extreme is one of those bands that average people say oh that ballad, yes, I know that song. This band is an album band. A band of real talent. Thank you for this great question!
